remove GTEST_HAS_PARAM_TESTS

As mentioned in issue #360:
"Now that all the platforms gtest supports work with value-parameterized
tests, we should remove the uses of the GTEST_HAS_PARAM_TESTS macro from
the codebase everywhere."
